Well at least you've found the problem Ian. Just checked in the workshop manual for you and there is meant to be a detent ball and a spring under that bolt so do check that they are still there...

If you want a better fix (reversible) for the flip up stand I make a lazer cut stainless steel plate to replace the original one which is dead easy to fit. Fits loads of earlier models.
