Depends on ones point of view, Cleaning off casting flash marks and matching the inlet port to the inlet manifold isn't really porting in my experience, although some may consider it to be porting.
where as machining the port or adding material to change its shape or dimensions is a bit different and is what I consider to be porting.

So where the advert says it has been ported and there has been a charge added to the bill for it, its sometimes worth finding out exactly what has been done, if its a true porting job then its become a tuned engine, if its just had the casting flash marks etc cleaned then its part of blue printing an engine because you can bet the engine wasn't designed with them.
Quite a few race series over the years have ruled out tuning but allowed blue printing
