Dye pen will only find flaws that are "surface breaking" i.e they are on the surface.
HFEC is also for surface breaking flaws but can detect smaller sized flaws than dye-pen.
Ultrasonic can detect flaws beneath the surface but an accurate test piece is required to calibrate the equipment.
X-Ray can find flaws beneath the surface.
For impact damage that has deformed the section of the wheel, cracks will likely be on the surface.
