Not sure what the hold up has been with the factory but registration and online purchase of WDW, Factory tours and Ride outs are now available:

This site is all only for personal registrations, Desmo Owners Club (DSC full members) who wish to take advantage of the club discount need to have their places booked via the club, no apparent option for this on the booking site that I can see.
In a bid to start using FaceBook (cant say I 'enjoy' using it), I've made my own WDW group page to store links and other details online, in one place.
