adjusting rear brake..

just fitted some rear sets, see below picture

2 questions:

1) red arrow - should this bolt be tight?

2) green arrow - I have very little brake pedal before its on, and have to lift the pedal to get it back so its using all the travel, how can I adjust this out?

1- Yes

2 - undo the locknut on the pushrod, screw the pushrod into the linkage and lock it up. You're basically putting clearance between the pushrod and the head of the brake cylinder piston.
