How do I reduce pixels

I want to add an avtar to my posts and use a photo but they are all too big. How do I take or reduce a photo to 155x155 as per the instuctions on this site. I have the normal type 5m pixel camera.
Any help for a thicky

Open the file in paint.
Use the selection tool to copy the very small bit that will show in the avatar.
Do file-new
Then do paste - you now have small-ish pic of your avatar
Go to image-attributes and check the pixel dimensions
Now go to image-stretch/skew and reduce the size by an appropriate percentage
Save your result as a new file name !

Easy, thanks. Now how do you get one that moves IE like the ones that show headlighs flashing etc

Easier is to download Ifranview from http://www.irfanview.com/ This is a very simple program that's free. I use it all the time to view my photos and vids. load/open the picture you wish to reduce. Go to "image" and select "resize/resample" type 155X155 in custom and then choose "save as" in the file menu.

As for moving pictures, you will need a program such as Paint shop or coral and layer the pictures or animate them. These are normally GIF files.

Any paint programme should be able to resize a picture, i think dibble even posted a link to a power toy that does it for you as well.

As for the moving avatars, sorry, no idea....
