I listened to the interview that Shecklestone is refering to, and they were alleging that the grand prix was already paid up until 2007. The terms that Berniece was putting forward meant that another two years were to be paid for and that by the end of the next few years the entrance fee would be twice the current fee.
E-bay offer was spot on!
Does this mean that they'll be more time for silverstone track days then?

They'll be track days, but as the revenue from F1 won't exist it'll be a hike in prices I would imagine
