are the 916 forks the same as 748s. or are they different

They are the same, year for year anyhow.

Earlier bikes, including 916's used a 40mm brake caliper mount. The later bikes, post '99 moved to 65mm.
Other external changes were the TiNi coating on the later forks. not aware of any internal changes though

As long as they are the same diameters and length I did notice the change on the caliper mounts as the bikes get newer.
