I wonder how viable this is? I suppose it would need passing through parliment if it were to become inforceable???

The usual excuses will be used for it's inception no doubt....Security....Vehicles without tax/insurance blah blah blah.......

If 1 million has been spent on it's research, they must have good confidence in it becoming a reality, otherwise they have more money than sense, or the tax payers are paying for the research:mad:

Anyway here's hoping it falls on it's ****!!!
