I would echo keefer's comments - powder-coating will come out much smoother and offer better protection going forward.
The powder-coating itself is not expensive (as long as you go for a fairly generic colour). It's usually the labour involved in taking everything else off. Since you are doing that anyway, this looks to be the way forward.
