I've seen them both near Calais and near the really big tol area coming in and out of Lyon mounting big operations.
They tend to set radar up a couple of miles from the peage, take your number than pull you at the peage. Last time i went through there was a line of 20 or 30 cars waiting to be done.
The last 20 or 30 miles of any of the Channel ports seem to be happy hunting ground but espacially Calais.
