I'm insured through Devitt and have just looked at the policy document. They state that to comply with EU directives the insurance complies with the laws of compulsory insurance for EU countries. It goes on to say that it also covers countires that the Commission of the European Communities is satisfied have made arrangements to meet the requirements of Article 7(2) of EC Directive 72/166/EEC relating to civil liabilities from the use of a motor vehicle. As Andorra is nestled between EU states I am guessing they are on the list. The only requirment is that you have a green card for Andorra.

I would recontact your insurers and quote act and section at them and see if they have been a bit narrow in the interpretation of your cover.
