I just think Joolz, that the government have sparked it off by replying to the threat of the lobbiest's. People hear the words ration and read reports of stations running out of fuel and forget to act normally. I am running on empty but have enough to get me home and back to work so wouldn't normally fill up till the petrol light is flashin like a bleasher beacon!
