Yes it should pull at low RPM, that's what Duc's are all about. Have you recently changed your cans? If so then you need to get the chip remapped or changed. It also sounds like a problem the 851/888 can have if you don't reset the computer after you stall it. To do this you must turn the key too "off" and then restart it again.
