I doesn't cost as much as you think. A Super Set-Up is only £350 - a partial Super Set-Up added about 10bhp to my friends 999 Bip together with PC111 mapping - Give Chris at CJS a call.

This is how I figure it -

Basic 998 or early 999 has a claimed 123. Dyno figures for these from reliable sources (not MCN or Superbike) generally give between 110 to 115.
998S or early 999S - The same type of sources seem to give 120 to 125.
A 998R or early 999R has the shorter stroke but only claims a couple of hp more than the "S".
The dyno that mine was tested on tends to give readings 8 to 10% lower than the "average" dyno.
125 less 8% gives you 115. So being a little generous, I gave a spread of 112 to 118.
There are always bikes that are "fitter" than others of the same type, and good set-up on a Duc can work wonders (as I've just discovered).
My friend's 999 Bip now makes more power than my 998 did with cams/ICU/pipe before it went to CJS. All he had done was a cam dial, PC111 set up and general fettle.
I'm sure that your buddy's bike is a very good example indeed.
