Had a similar game with Tiscali and BT when I moved to my current house. The previous owners had left a broadband connection behind which prevented me from having my Tiscali connection. The conversations went like this: BT said that Tiscali would need to raise an order to have the marker replaced (or I could have BT Broadband instead), Tiscali said that it was BT's responsibility to remove the old marker.
