17-18v seems a bit high, either the battery is knackered and is running almost open circuit (no internal resistance for the boffs) or its getting overcharged.
Try the battery off your other bike and see what the voltage is then (if that battery is ok). If the voltage is lower, your main battery is fooked, if the voltage is the same, your reg is fooked.
