A paper filter is cheap and cheerful - Its not worth them making one that filters particles that small if its only gonna sell for 6 or 7 quid, on the other hand the metal filter is a precision item, selling for a fair bit more.
If you compare any disposable item to its reusuable counterpart (pens, lighters, cameras etc) it is always inferior in terms of performance, build and materials
