Don't want to upset anyone, but I think horses should stay off the road and limits on green lanes for any vehilce should be absolute max 30mph, even on long open straight bits.
Sorry to hear about your horse CK, but if this goes through bridleways and horses will be next, as they cause lots of environmental damage, as do fell walkers. Where do we stop?
