Isn't life a bugger!
Having replaced the regulator I was still getting high voltage readings.

Turns out the (cheap and nasty) digital voltmeter didn't like being switched on for too long and was confusing matters by reading high (presumably it was a thermal issue).

Sourced an alternative DVM and everything in the garden is rosy! Who'd have guessed eh!
