DJ, dont know how serious you are re the swivelling plate, but....... I have seen this fitted to a bike, where the owner had spent hours of engineering skill to mount it with an electrical motor and switch so it flipped up at the push of a button!
He was convicted of attempting to pervert the course of justice!
