The air filters are in the airtubes, the open bell mouths are correct. The airbox is sealed by the bottom of the tank!

As Weeksy said, does the tank leak when the fuel lines are removed? If so, then its likely the pump seal in the bottom of the tank, if not, then its likely to be small O-rings on the fuel lines.
