Resisizing in paint
Paint is a bit limited in it's abilities. However, click on image and then on attributes. You can then resize the image. Choose from inches, cm or pixels.
If you have MS Office loaded try using Microsoft photo editor which is slightly better.
Or invest in Paintshop or similar.
