Mood: Christ been away too long....
I bought a chain wrench and a clamp wrench and still couldn't get enough purchase.

In the end I knocked a screwdriver through the filter (gently in case there was any internal bits sticking out) just enough to get some leverage on it, to turn it.

It did work - eventually.

Mind you that's on an ST - I guess it should be the same for yours?
