| from 'My Pictures' you can double click on the picture to use the viewer, then click on the second icon from the right to open the file for editing - which then fires up MS Paint.
In MS Paint you can go to the image menu and look at the 'attributes' which will show you the picture size and file size. If you click on the 'pixels' button you'll see the size in pixels, then go to the 'strech/skew' command on the image menu and shrink it by a suitable percentage until the pic is about 350 pixels wide.
