having missed the last race i also missed out on the discussions about any proposed rule changes for next year

did anyone actually raise any proposals?

Not of any consequence, its all working rather well, except that I'm not winning. :D

I think this is how it works - If you would like to put forward changes to the rules there is a cut off date when they should be proposed to the committee by. After that date the rules are drawn up and finalised for another year. I think you missed that cut off date / deadline.

i've been proposing it all year .. doesn't that count!!
