Try living around the Watford region.

20 Village Zones from the Dutch example are now in favour here.
30 usually means what it say
40 can be stretch a little - especially on dual carriageways
50 can be ignored in some cases - dual carriageway just leading onto the M25 for example
50 and cones on motorways - mostly.
40 and cones - always.
60 on the open road - debatable
70 on motorways - 85 more the norm.

Oddly enough I have been faster more often on the single carriageways carrying a 60mph limit.
