what is the easiest way ? in bus or with the tube ?

tube, from Victoria go one stop to Green Park, then change and go one stop to Picadilly Circus, the Sports Cafe is just a 3 minute walk from there ...

How long do you think the journey in tube will be ?
Will we be late if our train arrives in Victoria @ 8PM ?

you should be able to get from Victoria to Picadilly Circus in about 15 minutes.
