Can anybody confirm if this is true?

In Britain, making a defiant gesture toward an inanimate object is now a crime: Annoyed by defiant gesture, speed camera issues ticket to non-speeding driver.
A UK court this week severely penalized a motorist for the crime of showing disrespect to a mobile speed camera van. The device had photographed Sean Toehill, 21, driving 22 MPH in a 40 MPH zone but police became enraged when they noticed he had given the camera a "V-sign." Officers were dispatched to his home two days later to present charges which the Cupar Sheriff Court in Fife, Scotland upheld on Monday. The court suspended Toehill's right to drive for a year and imposed a £90 fine.

It was in the Daily Telegraph last Nov', and they did him for taking both hands of the steering wheel of his silver VW Polo; dangerous driving.

Strangely, in the case of the convicted motorist - no one seems to have picked up on the fact that he had his picture taken even though he wasn't speeding.
Are all cameras like that - i.e. every time I pass a camera I have my picture taken irrespective of my speed?

Ooohh-errrr, big brothers in town
