Have to agree that they look like surface scratches to me as well.
They look like they're uneven so not due to chain wear otherwise they would be regular and along the line of the chain run.
Could have been cause by something getting picked up in the chain like a stone or bolt or some other road debris, or even through bad maintenance with a slip of a screwdriver or something!
