You could try downloading XP power toys assuming you are on XP, free from microsoft, one of them allows resizing of images, nice and easy, right click on the file, select your options.

Have you got MS Phot Editor on there? Part of the office suite I think? It's not a default option though

The XP Powertoys are worth checking out regardless, lots of usefull little applications
