Are you sure it's not being "clouded"? When the ambient lighting changes, the illumination level of the instruments change - can be seen when you are driving in sunlight with your lights on and you go under a bridge or tunnel, the lights come up brighter after a split second.

I had this as well but I had to remove and reinsert the fuse to get over the problem.

No it definitely isn't due to lighting changes. It flickers far to quickly and only happens at low revs.
Sure mine flickers a tad also... but never given it a second thought, only notice it in low light, and as I haven't got any lights I don't ride that much in low light anyways
