996 rear ride height adjuster

When I got this bike last year, the front was in the race position so I put it back to road.

The rear ride height is set on maximimum height so I though i'd try it back on std today.

Some one has had a good go at it in the past as the flats are mauled pretty badly but I was able to slacken off the top and bottom locknuts. (Iknow the bottom is a left hand thread).

But I cannot get the adjuster to lower the height - it wont move and spanners just want to slip.

I am trying to turn it towards me so it will screw upwards but no joy.

Am I doing anything wrong or it it just siezed.

Is there any point in trying to adjust it? No problems with the bike just wanted to see what it was like on std.
