I've got plenty of Titanium bolts on there and most of the big ones come drillled.

I remember something about tubes being stronger than rods etc from school but thats about it.?

If the bolt isn't structural, the there's no problem drilling them. I had a 500 Pantah, originally prep'd by Paul Klackeiwicz of DTS, and every thing that could be was drilled, cross drilled etc. even down to tapering the heads on cap head bolts.
Easiest way is to set up a collet in a lathe and drill through so to keep it dead square.

If the bolts are stressed, replace them with Ally, never mind drilling them.

Are you serious???? Replace stressed bolts with aluminium? If the bike was a race bike it would be failed in scrutineering straightaway and for good reasons too. A few years ago some well-know racer died when a clip-on came adrift due to failure of aluminium bolts.
