Speedo not working

Hi
I changed the front wheel because I had to take it off to fit new tyres and now that I have put it all together the Speedo doesnt work.
I looked at the cable and the speedo wheel with the cable is sticking out at 3 o´clock, it feels tight but I dont know how it was before. Could this be the problem ? OR......
Thanks

3'oclock sounds too far, its nearer in line with the forks. Heres a pic that might help.

Whats the easiest way of lifting up the front wheel IF you dont have a front stand and you will take off the wheel ??
Thanks again

Assuming you have a rear paddock stand of course! Gets a bit unstable if you dont!!
