I ALWAYS slow down in the car or stop on the bike for horses. Got to agree with Bradders though, if they get this through and ban bikes it will be the horses next-basically some ramblers don't want to share the countryside with anyone. I mean lets face it, it's not as though they have 100's of thousands of miles of footpaths all to themselves is it-they want ALL of it-they even want unrestricted access to private land. Have you seen the errosion in the lake district and peak district on some of the paths-and they say that bikes and horses cut up the tracks.
By the way, I ride off road, my partner Jo rides horses, and we both walk so I have a foot in all camps-if that is possible. Hmmm, that would be 3 feet-think of the traction.......
