I did the same thing ages ago, I used this stuff called I think LIQUID METAL, its like a putty that you squeeze til it gets soft and warm them apply it in the hoe and it becomes HARD, I mean really hard, then I painted it, depending onthe size of the hole you cant see the difference. I had mine on my bike for 2 years before I sold th bike.
It can be repaired using wet-layup or prepreg carbon cloth. It may not match exactly however it will fill the 'ole - It depends how cosmetic you want the repair.

I`ve used liquid metal before and its very good indeed, in fact when its hard you can drill & tap it just like the real thing but I would not have thought it would be suitable for fixing a flexible surface such as you want to.
The wet lay or even fibre glass would be a better bet.
