rule changes
having missed the last race i also missed out on the discussions about any proposed rule changes for next year

did anyone actually raise any proposals?

I think this is how it works - If you would like to put forward changes to the rules there is a cut off date when they should be proposed to the committee by. After that date the rules are drawn up and finalised for another year. I think you missed that cut off date / deadline.
