Are they legal and why do you want one, nothing to do with speed cameras is it?

I had one on me 'blade a few years back, just cos it was cool!!
useless though... it wasn't waterproof... water got in the case and buggered up the electrics.

Too late.... seen it.
Non legal so a £30 fixed penalty and an MOT fail these days if the testing station is going by the book.
TBH having a flip plate is more likely to get you stopped than an undersize one... it kinda gives out a message if you get my drift.

call me a boring engineer, but would it not be better for it to flip up, and just let the passing air flow lift the plate into a horizontal position rather than muck about with electrics etc. All you would need is a light enough plate and an easy going hinge

Talking
As an MOT tester i fink u will find they ARE legal providing the said no plate is held in a fixed vertical postion and correcty sized and spaced and is unlikely to be misread ie.letters misformed,as far as an MOT is concerned it can be pink with blue writing .However it may be against construction and use witch is a different ball game altogether!!!!
