I ran an optimate on my 750ss but winter months just made starting a problem. When not ridden for a week or so, even with optimate, the battery was just not up to turning all that mass running in lovely molasses (well, 15w isn't molasses, but you get the idea). Once things warmed up, the bike fired up right away with the same battery. Oh yeah, the nice cold soak also effect battery output. Optimate saves your battery, but doesn't insure winter startup!

If you're suffering plug fouling, try the Iridium plugs. They have a much smaller spark point and tend to be better self cleaning.
solved problems on a few 600's with them.

you can also change the heat range if you are careful. Used to foul the rear plug and went up a little hotter ending up with a nice chocolate brown instead of a wet plug. Course, Nelly may have a better solution!

Paul,
What plugs are you using?
NGK DPR8EA-9 are what you want to use. These come pre-gapped at 0.9mm (.035") which is a a lot more than the factory spec gap of .024" (IIRC). The ignition system is well capable of firing the wider gap which helps prevent fouling. I ran these in my 900ss for 5 years and never ever had difficulties with starting or plug fouling.
