Much like in the real world, everything can be traced back to the originators if you just know where to look.
You don't get anything for free, and people have to pay for web hosting and domain names (the
www.etc bit) and so if you know how to look these things up, then you can trace it back to the owner, or at least the person that paid the bills.
Using tools like
Netcraft and
SamSpade you can dig a load of information about websites and their hosts. In the real world you can use tools like
Streetmap,
Brainstorm and
192.com to track people and places down.
