Frame ID can anyone help

I saw this bike over the weekend and had a chat with the owner. He would like help in identifying the frame. so if anybody has any info regarding this 250 ducati race bike please let me know and I will pass it on.

and another angle.
The current owner hopes to use this at Hill climbs next year, Prescott, Gurston etc.

Up close it looks more like its been knocked up in someones garage/workshop, I told him to ask Tony Brancato as he made a few frames about 20 years or so ago. Even if Tony didn't make it he might know who did.
