What product can remove a paint coat?

Hi,

As usual, I'm trying to repair my fairings to show a nice bike at Brands. Glass fiber, filler, sand paper, etc... I thought I knew everything about that (3 crashes help). But yesterday when sanding my right side (the poor one...) with medium paper (400) I noticed that in some places the first paint coat (not mine, maybe a one even before) was getting softer and I could easily remove it with my nails. That's why I thought there may be a way to make this paint coat become softer everywhere to remove easily. And then I would just have to sand the part for a good result.

Any idea? (except DOT )
