Urgent advise needed

Can you assist,i recently purchased a Ducati 999R privatly from Tamworth. Before buying i carried out all the relavent credit checks which came back clear.

When i had it serviced the Ducati agent in Bury Lancashire they noted the frame had been replaced.

The bike origanally came from Covenry Ducati and after various telephone conversations they confirmed they had reframmed it for the person who purchased it from new.

Does any body know if they are allowed to do this or should they be under a legal obligation to notify DVLA or other govening bodys.

Coventry Ducati confirmed the bike was not a write off but if it was reframed should it have been and are they allowed to stamp the numbers on a new frame?
