Steering Head Bearing Problem

Guys, Im a tad worried here. My 749s track bike is in with a local mechanic to have some bits and bobs done, one job being to replace the head bearings.

He rings me last night to say the bearings are in fine, but the tube inside is still moving about and a little loose in the frame? I`m far from an expert, but I`m wondering whats going on as he hasnt seen anything like that before.

Even after tightening the pinch bolts up, the front end is still knotchy when you apply the front brake. A lot better than before, but its still there due to the whole assembly inside moving slightly.

Anything I should know? Please say its something simple

Help!!
