Thats not possible on the 749/999.The cap lock locates in a 'well' on the plate and the screws are not accessable from the bottom of the tank.
Your best bet would be to knock out the small roll pin where the cap hinges.With this out of the way,you might be able to pull/push/jiggle the cap out.
