The owner tried that, but got "'I've read about ebay in the papers but
i've never actually seen it' from the first cop he spoke to...

Try eBay...?.:sing : Now we all know how much use they're going to be.

Any ideas? (Preferably legal ones?)

See that he is dum enough to give us a registration number in the background - surely there is one of us who can track that to an address or at least find out if the car is also nicked. Looks like this guy should get a personal visit
