Don't have any experience of Wandsworth, but those nice chaps (
) in LB of Richmond upon Thames let you park in residents bays as long as you don't prevent others from using the bay for parking a car. (I wonder how long it'll be before the money grabbing so-and-so's work out that other boroughs are charging for two wheeled vehicles and follow suit ??).
Ho hum. I must admit it does frustrate me that there is no consistency across the boroughs in London - don't mention Westminster where you can't do anything without getting stung for it (that includes breathing !!)
