It obviously depends on the cut of your leathers and your boots!
I wear a Dainese suit and the legs are quite narrow, so I think it would be quite a stretch to get them over my boots.
My boots are Alpinestars SMX-3 and these are quite wide at the top, as if you're meant to tuck the trousers inside. This extra width would also make it a nightmare to get the legs over, although I can with jeans.
I suppose if some Dainese suits and boots are cut to allow you to go "over the top" then why not!
