That's the dust seal coming adrift on the fork leg. Push it back in place.
If it moves again, it could be the seal pushing it out. The seal should be held in place by a circlip. If this has come out of its groove or broken then the seal could move with the leg.
You don't need to take the leg off the bike to view it. It'll be awkward but doable. Slide the dust seal down the fork leg and check if the circlip is still in place.
